Policies:
Your water bill is due on the 15th of each month. There will be a late charge applied if your bill is not paid by the 15th. Any past due bill is subject to disconnection on the last Tuesday of each month. If your service is disconnected due to non-payment then you will be charged a $50 disconnection fee (effective June 2024).
If you have a leak on your side- please do not call the operator or field tech- it is your responsibility. Your home should have a shut off valve installed on your side of the meter. If needed, we will come out to turn the water off at our side of the meter. Once the water goes thru the meter it is your water and you must pay for the water.

New Homes- The cost to install a 5/8x 3/4 meter is $1500 – if the water line is on the other side of the road, a bore is needed, IT IS THE HOME OWNERS responsibility for the cost of the bore- A CSI (customer service inspection) is required for new homes-if a sprinkler system is installed then a backflow preventer is required and must be inspected annually.
Renters/”Lease To Own”- A $200 deposit is required before the water is to be turned on- the deposit is refundable. You must come into the office during office hours to fill out a service application. Please bring your rental/lease agreement and your photo identification when you come.
TAMPERING WITH METERS IS ILLEGAL- If Lilly Grove finds that your meter has been tampered with, you will be charged a $100 tampering fee and/or may face criminal charges
If your meter box lid has to be replaced due to damage (from mowing, etc.) there will be a $35 charge added to your bill
The Lilly Grove Special Utility District (Lilly Grove SUD) is responsible for protecting the drinking water supply from contamination or pollution which could result from improper private water distribution system construction or configuration. The utility enforces these restrictions to ensure public health and welfare. Each customer must sign a service agreement before Lilly Grove SUD will begin service. In addition, when service to an existing connection has been suspended or terminated, the water system will not re-establish service unless it has a signed copy of this agreement.
RESTRICTION. The following unacceptable practices are prohibited by State regulations.
- No direct connection between Lilly Grove SUD and a potential source of contamination is permitted. Potential sources of contamination shall be isolated from Lilly Grove SUD by an air gap or a reduced pressure zone backflow prevention device.
- No cross connection between Lilly Grove SUD and a private water system is permitted. These potential threats to Lilly Grove SUD shall be eliminated at the service connection by the installation of an air gap or a reduced pressure zone backflow prevention device.
- No connection which allows water to be returned to Lilly Grove SUD is permitted.
- No pipe or pipe fitting which contains more than 0.25 % lead can be used for the installation or repair of plumbing at any connection which provides water for human use.
- No solder or flux which contains more than 0.2 % lead can be used for the installation or repaid of plumbing at any connection which provides water for human use.
- No additional dwellings can be added to the existing water meter. A new meter must be installed for any new dwelling.
AGREEMENT. The following are the terms of the service agreement between Lilly Grove SUD and the customer
- The customer shall allow his property to be inspected for possible cross-connections and other potential contamination hazards. The inspections shall be conducted by Lilly Grove SUD or its designed agent, prior to initiating new water service; when there is reason to believe that cross connections exist or after major changes to the private water distribution facilities have been made. These inspections shall be conducted during Lilly Grove’s normal business hours.
- Lilly Grove SUD shall notify the customer in writing of any cross connection or other potential contamination hazard which has been identified during the initial inspection or the periodic reinspection.
- The customer shall immediately remove or adequately isolate any potential cross connections or other potential contamination hazards on his/her premises.
- The customer shall, at his expense, properly install, test, and maintain any back flow prevention device required by Lilly Grove SUD. Copies of all testing and maintenance records shall be provided to Lilly Grove SUD.
The customer shall pay Lilly Grove SUD for service hereunder as determined by Lilly Groves tariff and upon the terms and conditions set forth therein, the customer acknowledges receipt hereof by execution of this agreement. A copy of this agreement shall be executed before service may be provided to the customer.
The Board of Directors shall have authority to discontinue service to the customer for not complying with any policy or not paying any utility fees or charges as required by Lilly Grove SUDs published rates, fees, and conditions of service. At any time service is discontinued, terminated, or suspended, Lilly Grove shall not re-establish service unless it has a current, signed copy of this agreement. A $50.00 reconnection fee will be applied to the customers account.
If this agreement is completed for the purpose of assigning utility service as a part of a rural domestic water system loan project contemplated with the RURAL DEVELOPMENT board, the customer shall pay an “indication of interest fee” for the purposes of determining:
- The number of taps to be considered in the design and
- The number of potential ratepayers considered in determining the financial feasibility of constructing a new water system or expanding the facilities of an existing water system.
- ENFORCEMENT. If the customer fails to comply with the terms of the SERVICE AGREEMENT, Lilly Grove SUD shall, at its option, terminate service or properly install, test, and maintain an appropriate backflow prevention device at the service connection/s. Any expenses associated with the enforcement of this agreement shall be billed to the CUSTOMER.
- WATER SHORTAGE. In the event that the total water supply is insufficient to meet all of our customers demands or in the event that there is a shortage of water, Lilly Grove SUD may initiate the Emergency Rationing Program as specified in the Tariff. By the executing of this agreement, the customer herby shall comply with the terms of said program.
The customer shall hold Lilly Grove SUD harmless from any and all claims for damages caused by service interruption due to waterline breaks by utility or line contractors, tampering by other customers, users of Lilly Grove, normal failures of the system, or other events beyond Lilly Groves control.
The customer shall grant to Lilly Grove permanent recorded easements dedicated to Lilly Grove for the purpose of providing reasonable rights of access and use to allow Lilly Grove to construct, maintain, replace, upgrade, parallel, inspect, test and operate any facilities necessary to serve the customer as well as Lilly Grove purpose in providing system wide service for existing or future customers.
The customer herby agrees to obtain, utilize, and/or reserve service as soon as it is available. The customer, upon qualification for service under the terms of Lilly Grove policies agrees to pay, upon becoming a customer, the monthly charge for such service as prescribed in the tariff.
All water shall be metered by meters to be furnished and installed by Lilly Grove. The meter connection is for the sole use of the customer and is to provide service to only one (1) dwelling or one (1) business. Extension pipe(s) to transfer utility service from one property to another, to share, resell, or sub meter water to any other persons, dwellings, business, or property, etc. is prohibited.
Lilly Grove shall have the right to locate a water service meter and the pipe necessary to connect the meter on the customers property at a point to be chosen by Lilly Grove, and shall have access to its property and equipment located upon the customers premises at all reasonable and necessary times for any purpose connected with or in the furtherance of its business operations, and upon discontinuance of service Lilly Grove shall have the right to remove any of its equipment from the customers property. The customer shall install, at their own expense, any necessary service lines from the Lilly Grove facilities and equipment to the point of use, including any customer service isolation valves, backflow prevention devices, clean-outs, and other equipment as may be specified by Lilly Grove. Lilly Grove shall also have access to the customers property for the purpose of inspecting for possible cross-connections, potential contamination hazards, illegal lead materials, and any other violations or possible violations of the state and federal statutes and regulations relating to the federal Safe Drinking Water Act or Chapter 341 of the Texas Health and safety code or/and Lilly Grove tariff and service policicies.

Lilly Grove SUDs water meters are read each month. Meter reading begins on the 15th of each month. Please contact our office for any additional information.

Monthly Minimum Charge (also referred to as Base Rate) A flat fee that does not change with the amount of water consumed each billing period. It covers the fixed costs of a utility such as administration and system maintenance.
Gallon Charge Tiers Charges can vary based upon different amounts of water used. The price per gallon can increase in stages with the first stage of water usage billed at a lower price per gallon. As you consume more water, the price per gallon will usually be billed at a higher rate. This pricing mechanism reflects the higher costs to deliver larger volumes of water and may also encourage water conservation.
